The time has come for the government to change its policies and time for Morocco to enter a new phase for its struggle for freedom. Everyone, young and adult, men and women, are fed up and feel repugnance for this (ongoing) conduct. Each has understood, that Morocco's development, as modest as it is, must not be ignored.

The government can not afford to either neglect the calls for change by a society that is upset or to ignore its role in the country's administration and function of its services. It is in its interest to see that matters evolve with calm and serenity. The higher authorities need to adapt to the transformations occurring in our society. It needs to understand the real scope of these transformations in order to inform the local administration staff in the various regions of Morocco on how to conduct its new policies.

We understand that Morocco's central administration has adjusted to some extent over the course of this modest evolution (of our society). It acknowledges that Moroccans have some of the rights enjoyed by others. However the local authorities (across the country) continue to lend a deaf ear to the realities of this new course and make it their duty to ignore dealing with people who desire to live and breath with these rights. And yet this new direction can only be of benefit to any respectful government which conducts the country's affairs with firmness and determination.

For our part, we must alert to the higher authorities the seriousness of the ever increasing number of incidents in certain regions of Morocco such as the exile of certain individuals, ban on holidays and the unacceptable conduct of an agent of public authority. These provocations have no place in a country that has deliberately chosen to be part of the progress of modern civilization.
