The text below was written the following day after The Popular Front, the first (socialist) government of France, came to office in June 1936.
The necessity to review Franco-Moroccan relations:
What are the guidelines that the National Movement must adopt in light of the new leanings of the French policies in order to capitalize on the open mindedness and will for dialogue shown by the Popular Front administration? That is purpose for the following plan of action which address the political aspects of Franco-Moroccan relations, issues of civil liberties and education as well as economic and social problems.

On the political front:
-
avoid all attacks referencing individuals, unless required in the public interest

acknowledge only projects proven to be positive and not those developed by the Administration
-
highlight the principles and motto of the Republic of France and praise their civil servants who publicly express sympathy, real or otherwise, with our positions
-
draw and carry out a plan of action for five years
-
set up a commission responsible for monitoring the program of action and give it broad powers to to take all measures to address matters of urgent character
-
bear in mind that we serve our nation and do not represent an opposition
-
make sure our projects are drawn (directly) from the nation's development of its people, even if it means that we draw inspiration by observing others, to show that our nation is raising itself to new heights and not the opposite
-
use freedom with dignity, avoid verbal quarrels that serve no purpose or any hostility that could undermine the positive image of our projects
-
spread the maximum amount of information about Morocco without underlining any hostility to the (French) Administration, and without introducing any tricks or deceits in the policies of the National Movement

On the civil liberties front:

create a daily newspaper in Rabat and one in Fez
-
circulate three weekly newspapers covering cultural topics

create a newspaper heavily engaged in political matters

create a politically moderate newspaper which echoes public opinion

formalize, in a staged manner, the announcement of the creation of a political party
-
create an association of Moroccan writers with regional chapters whose agenda is apolitical
-
create an association for student aid
-
exploit every opportunity to organize seminars, conferences and other reunions to accustom the Moroccan public to such events
-
work for the recognition of sports clubs and the spread of their competitive activities

On the educational front:
-
endow the Guessous Institute with a secondary education program
-
create a private (primary) school in Casablanca and one in Marrakesh, create a secondary school in Fez
-
raise the professional level of trade schools and submit them to ongoing oversight
-
get recognition of the Moroccan diplomas by French universities
-
establish a scholarship program for Moroccan students
-
send a team of ten students the first year, then fifteen in year two, twenty in year three, twenty five in year four and thirty in year five with full expenses, including travel and room and board paid by the Moroccan government

create one or more schools for girls
-

On the social front:
-
put into place a project to organize celebrations and special ceremonies to provide gifts to the King
-
create an association to protect against the corruption of moral values
-
assist in the emancipation of the family by adopting a program appropriate for the youth to deploy and in harmony with the desires of Moroccan society

enlist the participation of Moroccan women in ceremonies marking national holidays as well as in funding events intended to finance national projects
-
enlist educated women in the writing of articles for the national news

organize women's celebratory events on certain occasions like Throne Day

On the economic front:

acquire a suitable printing house in Rabat and modest print shops in each of the major cities and entrust their management to a dedicated administrator

form a partnership to promote the establishment of a textile industry
